Mandatory Greenhouse Gas Emissions Reporting


Background.    Reporting of greenhouse gases by major sources is required by the California Global Warming Solutions Act.  The Air Resources Board approved a mandatory reporting regulation in December 2007, which became effective January 2009.

Revisions to the Regulation for Mandatory Reporting of GHG Emissions
The proposed revised regulation and staff report are available now, including supporting documentation.  ARB staff is proposing revisions to the California GHG reporting regulation to support a greenhouse gas cap-and-trade program and to harmonize with the U.S. EPA greenhouse gas reporting requirements.  The revisions will be considered by the Board on December 16, 2010.  Details about the meeting and for submitting comments are available at the regulatory website for this item.

Verification Fact Sheet - Information for reporters about hiring a verifier, conflict of interest, and the verification process.
Finding a Verifier.   A list of accredited verifiers is now available. Reporters must contract with an ARB-accredited verification body in 2010 for verification of their 2009 emissions reports.  Remember that verifiers cannot act as consultants as you prepare your emissions report, but must provide an independent review after your report is certified and submitted.  A Verification Fact Sheet is available to assist with the verification process.

Workshop to discuss GHG Reporting Regulation revisions being considered to align California greenhouse gas reporting requirements with the federal greenhouse gas reporting requirements adopted by the U.S. Environmental Protection Agency (U.S. EPA), and to support a proposed California greenhouse gas Cap-and-Trade Program.  Revisions would apply to 2012 greenhouse gas reporting.

Reporting Workshop - October 12, 2010
.   Depending on the specific industrial sector, 2011 emissions reports from facilities were due on either April 1, 2011 or June 1, 2011.  Reports from power retail providers and marketers were due June 1, 2011.  Below are training materials from a 1/27/2010 webinar on GHG emissions reporting and verification.
